目的了解重庆市0~6岁儿童《出生医学证明》签发情况,调查家长对《出生医学证明》的知晓情况,探讨我市《出生医学证明》签发工作中存在的问题及相关影响因素。方法采用横断面调查的方法,对重庆市10个区县1 861名家长进行问卷调查。结果参与调查的0~6岁儿童中,申领到《出生医学证明》者占97.44%,平均申领月龄为2.10个月。单因素分析显示,母亲文化程度、家庭年收入及儿童出生的医疗机构级别是3个月内办理《出生医学证明》的影响因素。90.07%的家长在儿童出生时已经知晓需要为其办理《出生医学证明》;通过医疗机构/医护人员途径知晓办理《出生医学证明》的家长比例最高(52.34%);只有47.1%的家长知晓申领《出生医学证明》“需要提供父母有效身份证件及复印件”;62.16%的家长知晓《出生医学证明》有户籍登记的用途。至今未办理《出生医学证明》的家长,33.96%因为“缺乏相关办理的证明材料”。结论提高父母对《出生医学证明》的知晓率及重视程度,才能够进一步提高《出生医学证明》的申领率。制定符合本市实际情况的《出生医学证明管理办法》,加强医疗机构签发环节的监管。
Objective To understand the issuance of “Medical Certificate of Birth” for children aged 0 ~ 6 in Chongqing, investigate the parents’ knowledge of “Medical Certificate of Birth” and explore the problems and related factors in the issuance of “Medical Certificate of Birth” in Chongqing. Methods A cross-sectional survey method was used to survey 1 861 parents in 10 districts and counties in Chongqing. Results Among the children aged 0-6 years who participated in the survey, 97.44% claimed “birth medical certificate”, with an average age of 2.10 months. Univariate analysis showed that the educational level of mothers, the annual family income and the level of medical institutions where children were born were the factors influencing the “medical certificate of birth” in 3 months. 90.07% of the parents knew that the “birth medical certificate” was needed at the time of their birth; the highest percentage of parents who knew “medical certificate of birth” (52.34%) were obtained through the medical institution / medical staff; only 47.1% of the parents knew that Collar “medical certificate of birth” “parents need to provide a valid ID card and copy ”; 62.16% of parents are aware of “medical certificate of birth,” the household registration purposes. To date, the number of parents who did not apply for the “Medical Certificate of Birth” was 33.96% because “the lack of supporting documents”. Conclusion To improve the parents’ awareness of “medical certificate of birth” and the degree of attention, can we further enhance the “medical certificate of birth,” the application rate. The formulation of “medical certificate of birth management approach” in line with the actual situation in the city, to strengthen the supervision of the issuance of the medical institutions.
