自改革开放以来,在铁路局和铁路局党委的领导下,计划工作的改革进行了多种探索和偿试,取得了一定成效:1)由单一实行指令性计划转为指令性计划与指导性计划相结合的计划体制;2)由高度集中管理模式转为实行铁道部、铁路局和铁路分局三级管理,逐级下放了适度的投资管理权力;3)由单一追求完成任务产量转为运输生产建设,讲求综合经济效益;4)计划管理由单一靠行政手段转为行政手段、经济手段、法律手段结合运用,提高管理决策的民主性、科学性;5)统计工作由单一完成表报任务转为在完成表报任务前提下,开展统计分析和统计监督,不断发挥统计的职能作用。但是,由于计划统计工作受传统观念的影响,在深化改革的新形势下,不适应性显得越来越突出,结合柳州铁路局的实际提出以下建议。
