中小企业服务体系是落实政府扶持中小企业政策的有效载体,我国经历了试点探索、法律推动、重点突破、组织建设四个阶段后,初步形成了具有中国特色的区域化中小企业信用服务体系建设模式。但现阶段仍存在服务机构的行政色彩浓重、服务机构的服务内容缺位、服务机构的服务水平低下等许多问题。进一步完善中小企业服务体系,需在配套措施的完善、了解中小企业不同层次的服务需求、找准切入点等方面明确思路。
The service system of SMEs is an effective carrier to implement the government’s policy of supporting SMEs. After China experienced four stages of pilot exploration, law promotion, key breakthrough and organization construction, the construction mode of regional SME credit service system with Chinese characteristics was initially formed . However, at this stage, there still exist many problems such as the administrative color of service agencies, the absence of service contents of service agencies and the low service level of service agencies. To further improve the SME service system, we need to have a clear idea of how to improve the matching measures, understand the service needs of SMEs at different levels, and identify the entry points.
