地勘单位实行属地化管理,是深化地勘体制改革和企业制度改革的必然趋势,也是逐步实现企业化经营的客观要求。由于长期以来实施计划经济资源配置方式和经济运行方式,由封闭的计划经营向开放的市场经营转轨,实施起来难度很大。在客观上制约着地勘单位的发展,引起职工心态和思维方式产生重大变化。笔者认为,深入探讨地勘单位属地化管理对职工的心态影响和沟通方式,认真做好职工的思想政治工作,是当前摆在各级和各部门面前的一个紧迫而重要的课题。
The implementation of geochemical management of geological exploration units is an inevitable trend of deepening the reform of the geological prospecting system and the reform of the enterprise system and an objective requirement for the gradual realization of the enterprise management. Due to the long-term implementation of planned economy resource allocation and economic operation mode, it is very difficult to carry out the transition from closed planned operation to open market operation. Objectively restricting the development of geological exploration units, causing the staff mentality and thinking have a major change. The author believes that it is an urgent and important issue currently facing all levels and departments to conduct in-depth study on the psychological influence and communication mode of geotextile management on employees and conscientiously do a good job in ideological and political work.
