太监和太监制度是封建社会的一种畸形产物,一般都称太监为老公、宦官。其实宦官与太监在词义和作用上是有区别的。宦官是侍奉帝王之官,太监是侍奉内宫之官,且必定是阉人。太监约始于辽代,元、明、清三代沿袭不变。明朝太监专权乱政,以至使国政日渐势衰,最终导致了明朝的灭亡。所以清太祖立国之初,不设宦官。清世祖入关后,仿效明制设立宦官但人数不多,且宫中铸铁牌以戒宦官干预朝政。同时制定了爱新觉罗祖训,谕曰:“……以为有犯法干政,窃权纳贿,嘱托内外衙门,交结满汉官员,越分擅奏外事,上言官吏贤否者,凌迟处死。”这可能是清朝初始太监们不敢兴风作浪的主要原因吧!
