随着大调解联动工作的开展,大邑县在总结过去经验的基础上对大调解联动工作机制进行了大幅度修改。这种新旧大调解联动工作机制的转变主要体现在组织机制、工作重点与方式、相关部门角色转变这三个方面。形成这些转变的动因主要在于旧的组织方式不合理,相关旧机制中的保障体系不能满足社会发展的需求。这种转变虽然解决掉了一些旧机制中的问题,但并没有从根本解决大调解制度自身存在的弊端。
With the implementation of the joint mediation work, Dayi County has drastically revised the working mechanism for the linkage and coordination of large mediations on the basis of summing up past experiences. The transformation of this old and new mediation and joint working mechanism is mainly reflected in the following three aspects: the organizational mechanism, the emphasis and manner of work, and the change of the role of relevant departments. The main reason for these changes is the irrational organization of the old organizations, and the guarantee system in the relevant old mechanisms can not meet the needs of social development. Although this change has solved some problems in the old mechanism, it does not fundamentally solve the shortcomings inherent in the grand mediation system.
