厦门航管站针对新情况和现场部分带班主任的工作建议,以及他们最近建立的空管在线安全报告系统反馈出的意见,于5月4日21:00召开了首届管制员网络紧急安全会议,目的是为了更好地利用班组人力资源,确保厦门航管站连续保证飞行安全14年的良好形势;杜绝现场不科学、无原则地降低安全标准。由于受非典影响,近期大量航班被迫取消。厦门地区五·一前后航班减少一半以上,其中5月4日本场只有40个航班起降,只有平时的四分之一,还不如十年前的水平。这几天每天临时取消的本场航班多达50~100架次,飞越200架次,这种情况可能还要持续一段时间。过去管制人员异常紧缺,常常公休假都不批,管制员工作高度紧张,现在突然变得人员有富裕,工作时有空闲,空中交通管制的历史经验显示,这种情况往往非常容易导致管制员因工作松懈而出现管制不安全的情况。另外,由于大量航班临时取消,对飞行报告室制定每日的飞行计划也增加了出错的概率。
