艺术产业具有与生俱来的非物质性,更多地是要满足人们的精神性追求,因此对这一产业的管理尤其带有特殊性。韩国在短短十几年之内成长为位列世界文化产业前五名的国家,艺术产业功劳不小。在这个过程中,韩国政府通过一系列的法律法规的制订和修订,通过制度的创新,通过财政上多方面的扶持和方向上的引导,终于使“韩流”成为影响东亚地区流行文化的一个不可忽视的力量。韩国对本国艺术产业的保护政策也是一把双刃剑,2006年以来,韩国以影视业为代表的艺术产业的衰退就是其负面效果的体现。
