建湖县物资系统有职工1700多人,职工教育的主要任务由该县物资职工学校承担。为了克服长期以来“办学管理与教学管理两层皮、教育部门的管理与学员所在单位的管理两层皮”的现象,真正使职工教育围绕经济工作这个中心,为企业培养需要的人才,该系统在深化企业内部改革的同时,推行了“仿矩阵”式职工教育管理网络。通过二年多来的实践,收到了良好效果。一、“仿矩阵”式管理网络这是一种按各基层单位和各种培训班结合起来组成一“矩阵”,形成的责任——目标管理网络。使同一名职工教育管理、教学人员(职校人员或企业的专兼职人员)既与原单位保持组织与业务上的联系,又参于各单位、各培训班的职工教育工作和经济工作。该网络如下图所示:
