当着“百花齐放，百家争鸣”的时候，我愿提出我长时期来对于小学教学计划等方面的意见。我认为中央教育部颁布的小学教学计划，犯了严重的教条主义，有些地方硬搬苏联的一套，没有根据我国的实际情况来制定。因此，在具体执行中发生了一些障碍，并在教学时间上作过几次更动。这就失去了教学计划本身的严肃性。现在，我就谈谈个人对这个问题和其它问题的主观见解。错误的地方，请同志们批评指正。
In the midst of “letting a hundred flowers bloom and a hundred schools of thought contend,” I would like to put forward my views on primary education programs for a long time to come. In my opinion, the primary education program promulgated by the Central Ministry of Education has committed serious dogmatism. In some places, the Soviet Union has been hard-pressed to make a set and it has not been formulated in the light of the actual situation in our country. As a result, some obstacles have been encountered in the specific implementation and several changes were made in teaching time. This loses the seriousness of the teaching plan itself.
