第一条凡年龄在十六岁以上,同一职业或产业之脑力或体力之男女劳动者,家庭及公共机关之雇佣,学校教师职员,政府机关事务员,集合同一业务之人数在五十人以上者,得适用本法,组织工会。第二条工会为法人。工会会员私人之对外行为,工会不负连带之责任。第三条工会与雇主团体立于对等的地位,于必要时,得开联席会议,计划增进工人之地位及改良工作状况,讨论及解决双方之纠纷或冲突事件。
