入世导致政府管理面临新的环境 ,要解决许多新的问题。在这种情况下 ,培养公务员的创新能力 ,就成为政府积极有效应对新形势的迫切要求。培养公务员的创新能力 ,关键是培养公务员的实事求是与批判能力。在积极借鉴国内外管理理论与实践经验的基础上进行科学实践 ,是培养公务员创新能力的基本途径。解决政府角色问题、公务员利益与社会利益关系问题以及公务员业绩评价问题 ,则为公务员创新能力的培养提供有利的外部环境。
As a result of WTO accession, government management faces a new environment and many new problems need to be solved. Under such circumstances, to cultivate the innovative ability of civil servants has become an urgent request of the government to deal with the new situation actively and effectively. The key to cultivate the innovative ability of civil servants is to cultivate the ability of seeking truth from facts and criticizing civil servants. Carrying out scientific practice on the basis of actively drawing on domestic and foreign management theories and practical experiences is the basic way to cultivate the innovative ability of civil servants. To solve the problem of government role, the relationship between the interests of civil servants and the interests of the community as well as the performance evaluation of civil servants, it provides a favorable external environment for the training of civil servants’ innovative abilities.
