书摘确实是该到认真反思、认真总结中国十几年房市发展的经验与教训的时候了。修修补补、零打碎敲的政策,不足以彻底解决问题。从1987年和1988年分别开始的土地使用权拍卖和住房货币化道路是正确的,不容怀疑。但是,这丝毫不意味着,房价涨到低收入百姓通过货币化已无法实现住房基本需求也是合理的。这不是改革的初衷。
Book excerpt is indeed the time to seriously reflect on and seriously sum up China’s housing market more than 10 years of experience and lessons learned. Tinkering, zero-break policy is not enough to solve the problem completely. The land-use rights auction and housing monetization started from 1987 and 1988, respectively, are correct and can not be doubted. However, this does not mean that it is reasonable for house prices to rise so that low-income people can no longer meet basic housing needs through monetization. This is not the original intention of the reform.
