All competition, in the final analysis, is the competition for qualified personnel. Innovation and development must bear the brunt of the reliance on qualified personnel. Resources must be developed with the human resources at the center and the structural adjustment. The fundamental support is the talent structure. Therefore, at present, to meet the challenge of knowledge-based economy and do a good job of strategic readjustment of the economic structure, we must put adjustment, improvement and optimization of the personnel structure in a strategic position, as a strategy concerning the success or failure of economic and social development
