“70后”科技人才成长缓慢,加之流失严重,可能造成新的人才断层。新中国成立以后的第一次人才断层是10年“文化大革命”造成的。恢复高考后,一批五六十年代出生的毕业生被快速提拔到一系列重要工作岗位。这一批人受成长环境的影响,积极进取,工作努力并具有较强的综合能力,且正处于年富力强时期,这对“70后”科技人才来说,形成了“平等”竞争条件下的实际“不平等”。此外,由于近年来高级职称人员退休人数显著减少,给“70后”科技人才留下的空间非常有限,同时因为管理机制、考核制度不完善,导致“70后”科技人才成长相对缓慢,流失严重,或滞留国外,或到国内各大外企公司。由此,有可能造成新的科技人才断层,从而阻碍我国科研队伍的健康可持续发展。
