目的:探讨卫生应急关键技术概念、内涵、筛选框架、原则及方法。方法:运用头脑风暴法及专题讨论法,构建卫生应急关键技术筛选框架,通过议题小组法明确卫生应急关键技术筛选标准,运用德尔菲法筛选关键技术。结果:设计了基于突发公共卫生事件分类、生命周期处置流程、技术层次、技术范畴的四维卫生应急关键技术研究框架,通过平均算术法和秩和法筛选了包括一级、二级技术在内的9大类共59项基层迫切需要的卫生应急关键技术集。结论:卫生应急关键技术的框架设计和筛选方法具有科学性、实用性和可操作性,研究可为今后进一步遴选、研究和开发关键技术提供概念框架和工具指南。
Objective: To explore the concept, connotation, screening framework, principles and methods of key technologies for health emergency response. Methods: By using brainstorming method and thematic discussion method, this paper constructs a screening framework of key technologies for health emergency response, clarifies the key technologies for health emergency screening through the panel method, and selects the key technologies by Delphi method. Results: The research framework of key technologies for 4-D health emergency based on classification of public health emergencies, life cycle disposal processes, technical levels and technical areas was designed. The first and second level technologies were screened by average arithmetic and rank sum methods The nine major categories of a total of 59 grassroots urgently needed key emergency health technology set. Conclusion: The framework design and screening method of key technologies for health emergency is scientific, practical and operational. The research can provide a conceptual framework and tool guide for further selection, research and development of key technologies in the future.
