今年以来,铜川矿务局相继召开了离退休管理工作会、信访工作会以及局机关工委双先表彰会。在全局诸多单位中,三里洞社区管理中心犹如一株经过寒冬冲破坚土的春草显出盎然生机。他们分获矿务局离退休管理工作达标先进单位、信访先进单位、局直属工委先进单位等荣誉称号。 三里洞社区管理中心是1998年原三里洞煤矿关闭破产后应运而生的新型机构,担负着4000余名离退休、工残、待退和抚恤人员的管理服务职能,共有29名管理人员。矿井破产之初,留在社区内的几千人误认为企业不管他们了,一时间人心恐慌,上访事件不断。在一年多的时间里,三里洞社区人员上访事件闻名铜川百里矿区。 当时矿井破产是全局乃至西北地区首家煤炭企业,无现成经验可供借鉴,继续模仿原矿井管理方法也显然不合时宜。面对此情此
