实施大学生村官制度,引导高素质大学生到农村工作,带动更多优秀人才向农村流动和聚集,是建设农村人才队伍,实现城乡人才一体化发展的有效途径。作为一种新的干部培养路径和一种新的大学生就业方式,大学生村官是一个新的工作群体和职业群体,应建立比较清晰的职业能力、素质、知识构成体系,以及基于此的岗位培养体系。但目前,在大学生村官的制度体系中,关于胜任力构成与岗位培养体系的规范明显不足。有鉴于此,本文在理论研究和实证调研基础上,构建了包括能力、素质和知识三个维度的大学生村官胜任力模型,据此对大学生村官岗位的培训需求进行了分析,并提出了大学生村官岗位培训的总体框架和保障机制。
The implementation of the system of college graduate village officials, leading high-quality college students to work in the rural areas and bringing more outstanding talents to the rural areas for mobility and gathering are effective ways to build a contingent of rural talents and realize the integrated development of urban and rural talents. However, at present, in the system of university student village officials, the norms about competency composition and job training system are obviously insufficient. In view of this, on the basis of theoretical research and empirical research, this paper constructs the competence model of college village officials including the three dimensions of ability, quality and knowledge, and then analyzes the training needs of college village officials and proposes The Overall Framework and Guarantee Mechanism of Postgraduate Training for College Student Village Officials.
