凡机关干部职工,人人都有书报费;每月钱虽不多,一年下来少的也有近百元,订份报刊或买几本书不成问题。但据观察了解,实际当中,书报费往往被挪作他用,很少有人专门用于订阅书报。对此,建议书报费应专款专用。为避免发给个人后失去书报费的意义,书报费的支付形式应由“货币工资”形式改为“实物工资”形式。即:书报费应由单位进行统一管理,单位将个人每年应领书报费根据工作需要和本人意愿订成报刊和书籍发给本人,如此以保证书报费名符其实。
