为兑现2008年3月本届政府提出让中低收入人群实现“居者有其屋”的承诺,为解决2011年建造1000万套保障房资金困难,政府加大了对保障房的投资建设力度,为调动社保基金等基金参与了保障房投资建设积极性,政府安排了商业银行为社保基金投资建设保障房提供担保。随着保障房投资、建设、分配步骤的加快,各类基金投资建设保障房的潜在风险正在逐步显现,商业银行的担保责任逐步由形式变成实际。本文就商业银行这种担保行为产生的原因、存在的风险及防范该类风险进行了分析。

The guarantee responsibility of commercial banks has gradually become a reality. This article analyzes the causes, risks and precautions against this kind of risk caused by such guarantee activities of commercial banks.
