住房问题不仅关系到人民群众的基本生存,更关系到经济的健康发展和社会的稳定。随着社会主义市场经济体制的逐步建立,城镇住房制度经过多轮的变革,正在逐步得到完善,现已基本走向了市场化。为此,社会弱势群体,尤其是低收入家庭的“住房难”现象,逐渐凸现。按照全面建设小康社会和构建和谐社会的目标要求,逐步解决城镇低收入家庭的住房难问题,已成为亟待研究和解决的问题。 Housing issues not only concern the people’s basic survival, but also the sound development of the economy and social stability. With the gradual establishment of the socialist market economic system, the urban housing system is gradually being improved through many rounds of changes and has now basically become market-oriented. For this reason, the phenomenon of “difficult housing” of the social vulnerable groups, especially low-income families, has gradually emerged. In accordance with the goal of building a moderately prosperous society and building a harmonious society in all aspects, the gradual resolution of the housing difficulties of low-income families in cities and towns has become an issue that urgently needs to be studied and solved.
