1977年召开的第七届海洋环境保护委员会,议定船舶溢油量超过100吨的为重大事故,并从该年开始对重大溢油事故进行统计。统计材料列入历届环保会“海洋污染事故调查”议程。 事故情报的来源,主要有各国政府向国际海事组织递交的事故报告,英国劳氏船级社上报的海难报告,美国溢油消息周报等。海事组织汇编的材料,虽难免有所遗漏。但全球绝大部分的重大溢油事故皆包括在该材料中。
The Seventh Marine Environmental Protection Committee held in 1977 agreed that there should be more than 100 tons of oil spilled by ships, and the statistics of major oil spill accidents from that year onwards. Statistics materials included in the previous environmental protection “marine pollution accident investigation” agenda. The sources of the accident information are mainly the accident reports submitted by various governments to the International Maritime Organization, the shipwreck reports lodged by Lloyds Register, and the weekly newspaper on oil spills in the United States. It is inevitable that material compiled by IMO will be omitted. However, most of the world’s major oil spills are included in the material.
