实现“2000年人人享有卫生保健”的战略目标,必须加强农村卫生工作。目前,最关键的是要解决农村卫生人力开发问题,以逐步建立一支同初级卫生保健任务相适应的农村卫生技术队伍。当务之急是制订出符合福建省省情的农村卫生人力开发的战略目标与实施策略。我们在《福建省卫生系统专门人才现状和需求预测研究》的基础上,应用系统论的方法,将农村卫生人力开发分成规划、培训、使用与管理三个子系统进行研究,先后完成了全省农村卫生状况、医学教育现状、卫生队伍
To realize the strategic goal of “Health for All in 2000”, we must strengthen rural health work. At present, the most critical issue is to solve the problem of rural health manpower development, so as to gradually establish a rural health technology team that is compatible with primary health care tasks. It is imperative to formulate strategic objectives and implementation strategies for rural health manpower development that are in line with the conditions of Fujian Province. Based on the “Research on the Status Quo and Demand Forecast of Talents for Health Systems in Fujian Province”, we applied the method of system theory to divide rural health manpower development into three subsystems for planning, training, use, and management, and completed the province’s rural areas successively.
