领导的艺术就在善于调动职工的积极性。首先让我们看看,人的积极性是什么?人的积极性是指人的一种心理行为能动活跃状态。它包含认识活跃的水平,情感兴奋的程度,意志决心的强度,行为努力的主动性等。过去,我们有些领导往往把人的积极性理解为由单一的认识因素所决定,好像贯彻了文件就提高了觉悟,提高了觉悟就产生了积极性。不错,一个人对工作意义和职责的认识,是产生积极性的一个霞要因素,但决不是全部,为什么正当领导自以为将群众的积极性调动了起来
