政治是经济的集中表现,科技是现代生产力中最先进的组成部分。前者一般地反映国家、民族、阶级或政党的基本利益,后者则是实现基本利益的重要依靠力量。这是因为物化在商品中的科技力量,通过流通进入国际市场,越来越多地表现出它的政治战略性和经济垄断性。近40年,围绕着科技力量在政治战略与经济发展中的重要作用,大国的政治家们展开了频繁的活动,提出了许多的战略决策和发展计划,以此来改善国家在世界事务活动中的地位。我们考察大国在战略决策问题上的得失,从而研究政治、经济与科技的关系,也许有某种现实意义。
Politics is a concentrated manifestation of the economy, and science and technology are the most advanced components of modern productive forces.
