由于十年动乱,邮电院校没有抓邮政专业人员的培养。同时,许多邮政专业人员却因年老等原因陆续离开了管理或生产岗位,致使不少地区出现了邮政专业人员青黄不接的现象。一方面是,邮政专业管理干部越来越少,寥寥无几,有的单位不得不以生产人员代之。至于领导,对邮政业务一知半解的现象更不是绝无仅有的。另一方面,大量新人员不经培训就顶岗工作,他们还缺乏基础的专业知识及对邮政工作的正确认识。邮政部门的这种状况,已经在企业管理上、通信质量上、服务水平上受到严重影响。
As the ten years of turmoil, postal and telecommunications institutions failed to grasp the training of postal professionals. At the same time, many postal professionals have gradually left their management or production posts for reasons such as old age, resulting in the emergence of many postal professionals in many areas. On the one hand, there are only a few postal management cadres who are few and few who have to replace their production personnel. As for the leadership, it is even more unique that the postal service is poorly understood. On the other hand, a large number of new recruits are on the job without training. They also lack basic professional knowledge and a correct understanding of postal work. This situation in the postal service has been seriously affected in terms of enterprise management, communication quality and service level.
