Resource Comparison and Trend Analysis of Scientists and Engineers Engaged in Research and Development Activities in Higher Education. I. INDICATORS 1. Number of scientists and engineers engaged in research and development activities in the higher education sector (hereinafter referred to as Higher Education R & D Department / Number of Workers). We draw a set of more representative countries from the OECD member states together with China's curves. Other countries were not selected because of similarities or incomplete data. We see that the figures are divided into three groups. The first group of countries, higher education departments have R & D department / work 61000-180000 people, Japan, the United States and China. Among them, Japan is not biased towards the number of full-time R & D staff / workers in higher education
