全国社会治安工作会议是新世纪中央召开的一次十分重要的会议。在会议精神的指引下 ,全国公安机关开展了以“打黑除恶”专项斗争为龙头的严打整治斗争。公安高等教育与理论研究应围绕公安中心工作开展学术研究和进行教育实践活动。一是要及时总结“打黑除恶”现实斗争经验 ,推动反黑理论研究 ,丰富和完善我国公安科学理论体系 ;二是公安高等教育和理论研究应为“打黑除恶”现实斗争服务 ;三是公安高等教育和理论研究要为“打黑除恶”现实斗争提供指导 The National Social Security Work Conference is a very important meeting held by the Central Government in the new century.
