美国:实施终身学习计划 美国政府认为,国家的竞争力和个人的收入水平越来越明显地以劳动力素质为基础。知识和使用信息技术的能力正在成为决定就业机会和财富的关键因素。先进的信息、通讯和制造技术正在创造以知识为基础的经济,要求劳动者具备收集、处理和分析数据及信息的能力。目前,美国政府实施一项“终身学习计划”,要求年满8岁者能够阅读,年满12岁者能够浏览互联网,年满18岁者能够上大学,所有美国人均需保持终身学习。
The United States: Implementing a Lifelong Learning Plan The U.S. government believes that the competitiveness of the country and the level of income of individuals are increasingly and obviously based on the quality of the workforce. Knowledge and the ability to use information technologies are becoming key determinants of employment opportunities and wealth. Advanced information, communication and manufacturing technologies are creating a knowledge-based economy that requires workers to have the capacity to collect, process and analyze data and information. Currently, the U.S. government implements a “lifelong learning plan” that requires reading for people over the age of 8, Internet users over the age of 12, college students over the age of 18, and lifelong learning for all Americans.
