盗版电子出版物是在社会现代化发展过程中高科技文化载体与低经济收入人群的结合时出现的现象,它源于高科技、高文化、高收入人群在这一时期出现的经济理念错位,有它的融合性、交插性,还不能用单纯的法律手段去解决科技和经济之间的不平衡问题。盗版电子出版物在全世界普遍存在并且相当泛滥,由于电子出版物的特殊性质使打击和铲除盗版电子出版物工作遇到了理论和技术上的障碍,特别是计算机软件还涉及到国家长期发展战略的核心问题。广大消费者对于盗版电子出版物普遍与国家持相反的态度,不但不痛恨反而接受(价格)。政府虽然加大了打击和罚治的力度,但仍是屡禁不绝。消灭盗版,反对垄断,保护原创已成为全社会关心的话题。
Pirated electronic publications are a phenomenon that emerged when high-tech cultural carriers combined with low-income groups in the process of social modernization. They originated from the dislocation of economic ideas that high-tech, high-culture and high-income people had during this period. Integration, intercalative nature, can not use purely legal means to solve the imbalance between science and technology and economy.
