边疆少数民族地区新农村建设对于我国现代化建设具有重要意义,农村基层党组织是新农村建设的组织者、实践者和推动者,具有地位重要、作用巨大、形象具体和类型特殊的特征。如何在社会主义新农村建设中发挥党的基层组织作用,不仅是大姚县党建工作中面临的问题,也是包括云南在内的众多少数民族省区共性的问题,急需在理论和实践中加以认真研究和探索。
