建设“河西走廊星火产业带”是全国人大常委会副委员长、民进中央主席许嘉璐和全国政协副主席、民进中央常务副主席张怀西多次率民进中央考察团到甘肃考察调研后提出的建议。河西走廊星火产业带沿兰新铁路贯穿甘肃西部全线,范围包括河西的武威、金昌、张掖、酒泉、嘉峪关五市以及兰州市七里河区、西固区和永登县,共辖22个县区。覆盖面积28.50万平方公里,人口有597.13万人,分别占甘肃全省的66.9％和23.3％,国内生产总值占甘肃省的42.4％。国家科技部对此建议高度重视和支持,决定在科学规划和前期论证的基础上,尽快批准立项。甘肃省政府也欣然采纳这一建议。 2003年9月9日,“河西走廊星火产业带”
Construction “Hexi Corridor Spark Industry Belt” is Vice Chairman of the NPC Standing Committee, Xu Jialu, chairman of the Central Committee of the DPP, and vice chairman of the CPPCC National Committee, Zhang Huaixi, executive vice chairman of the Central Committee of the CPPCC National Committee, Suggest. The Hexi Corridor Spark Industrial Belt along the Lan-Xin Railway runs through the western part of Gansu, covering Wuwei, Jinchang, Zhangye, Jiuquan and Jiayuguan counties in Hexi and Qilihe, Lancang and Yongdeng counties in Lanxi, covering a total of 22 counties . Covering an area of 285,000 square kilometers and a population of 5,971,300, accounting for 66.9% and 23.3% of the total Gansu province respectively, with a GDP of 42.4% of Gansu Province. The Ministry of Science and Technology of the People’s Republic of China attaches great importance to and supports this proposal and has decided to approve the project as soon as possible on the basis of scientific planning and preliminary evidence.
