Introduction Hong Kong’s economy has taken off since the 1970s and became an international city in the 1980s. However, by the 1990s, there was only a cultural center and a larger art museum to promote the development of art as a whole. It was not until the mid-1990s that the bureau was formally established. It is no wonder Hong Kong was once crowned with the name of “Cultural Desert.” It really does not match the reputation of “Pearl of the Orient.” Some people criticize Hong Kong for its lack of local artistic features. The citizens’ qualities are deteriorating. The young students are even more weak and ignorant in their cultural literacy. In the final analysis, art education is not burdened
