市县乡机构改革前夕,黑龙江省绥化市林区人事局到所辖的4个乡进行了大量的调查研究,探索乡镇机构改革的有效途径。他们认为,当前,乡镇机构改革应从以下五个方面入手。1、精简机构,理顺关系。(1)调整现有的乡镇行政区划。根据自然区域、历史沿革、土地面积、人口数量、经济状况等因素,适当将乡镇进行重组合并,减少乡镇数量,大镇兼小乡,精减人员,减少财政开支,减轻农民负担。同时,对不具备条件的行政村,也应适当地合并,小村并大村。(2)合理配备领导职数。乡镇党委、政府领导指
