这次会议是工程造价改革工作座谈会。我就这项工作在水电改革中的位置和怎样来实施谈一点意见。水电建设的改革至今已10年。在这10年中,除西藏的羊卓雍湖和处于扫尾阶段的几个自营工程(如铜街子、东风和宝珠寺等)以外,所有的大中型水电站(包括地方的中型项目)已实行了新的管理体制。新的管理体制的主要内容包括业主责任制、建设监理制和招标承包制。这三项制度构成了水电建设体制改革的主体框架和水电建筑市场的大体格局。水电建设体制改革将从以下4个方面继续深化。
This meeting is a seminar on construction cost reform. I would like to comment on the position of this work in the hydropower reform and how to implement it. Hydropower construction reform has been 10 years. During these 10 years, all medium- and large-scale hydropower stations (including local medium-sized projects), except for Yaksharovo in Tibet and several self-supporting projects such as Tongjiezi, Dongfeng and Baozhu, Implemented a new management system. The main contents of the new management system include the owners responsibility system, construction supervision system and the tender contract system. These three systems constitute the main framework for the reform of the hydropower construction system and the general pattern of the hydropower construction market. Hydropower construction system reform will continue to deepen the following four aspects.
