(一)《路基工程》已出了十几期,取得良好成绩。考虑到铁路运输迅速发展,应当一靠政策(大包干及其它改革),二靠投入(技术改造、新线及大修等),三靠科学技术进步。《路基工程》应当为促进路基科技进步,提高路基工作人员技术水平,作出更多的贡献。当前科研单位响应国家号尽,把更多力量投入为生产建设服务,可以预见,不久一定会出现更多的理论联系实际的工程成就。组织这方面的报导,将增加《路基工程》的活力。
(A) “Roadbed Engineering” has been out of dozens of issues and achieved good results. Taking into account the rapid development of rail transport, we should rely on policies (big bales and other reforms), secondarily investment (technological renovation, new construction and overhaul, etc.) and progress on science and technology. “Roadbed Engineering” should make more contribution to promoting scientific and technological progress of subgrade and improving the technical level of roadbed workers. In the light of the current state of scientific research units responding to the state power and devoting more efforts to providing services for production and construction, it is foreseeable that more theoretical connections with actual engineering achievements will soon emerge. The organization of this report will increase the vitality of “subgrade construction.”
