目前各地已通过各种会议,把农业税秋征任务作了全面深入的布置,贯澈了秋征的政策与要求,打下了完成征收任务的思想基础。为了更好的执行负担政策,胜利的完成农业税秋征任务,特提出几点意见,望各地认真研究切实掌握。一、必须明碓认识农业税秋征是保证经济建设、战胜灾荒、及支援解放战争澈底胜利的重要物质基础。这一具有重要政治意义的任务,必须一再反复向干群说明,以便使大家积极动员起来,自觉的完成这一任务。但应强调说明,必须从正确贯澈负担政策中去完成征收任务,一切与此相违背的认识与作法,都会造成不良后果。例如估计任务数字,作为领导机关的参考是必要的,但个别地区把它分到县以下去,是十分不妥当的,是应该纠正的;严格防止下面因任务所限,可能产生的歪曲政策现象,因之也就需要更好的去学习各种秋征文件,以保证负担政策的正确执行。在布置工作中忽视学习或学得不好的地区,应利用各种机会进行学习,以资补救,务求每个参与秋征的干部,都懂得负担政策,特别是要懂得减免政策。 At present, various conferences have been passed around the country to make a comprehensive and in-depth arrangement of the task of collecting agricultural taxes in autumn, which has thoroughly insisted on the policies and requirements of the autumn collection and laid the ideological foundation for accomplishing the task of collection.
