为搭建和谐的合作关系以保证重大科技项目得以高质量完成,首先诠释并分析了重大科技项目中合作界面的内涵和基本类型,然后基于复杂系统理论分别从控制层、网络层、方案层三个层次构建了能够反映合作界面要素及项目活动子系统之间复杂影响关系的系统分析结构,最后借鉴ANP的决策思想提出了能够从系统运行效率上整合优化合作界面网络资源配置关系的决策方法。案例分析结果表明,所提出的重大科技项目合作界面网络的整合优化方法具有应用可行性。
In order to establish a harmonious cooperative relationship so as to ensure the completion of high-quality projects for major science and technology projects, the connotation and basic types of cooperative interfaces in major science and technology projects are firstly explained and analyzed. Then, based on the complex system theory, three control layers, network layers and program layers At the same time, a system analysis structure that reflects the complex influence relationship between cooperative interface elements and project activity subsystems is constructed. Finally, the decision-making method of integrating and optimizing the resource allocation relationship of cooperative interface based on ANP decision-making is proposed. The case analysis shows that the proposed integration optimization method of cooperative interface network of major science and technology projects is feasible.
