作为我国国民经济的基础,国有企业的实际管理能力无疑将直接关系到自身的效益及市场竞争力。然而,由于人力资源是国有企业的基础性资源,其必然是国有企业管理的重要组成部分之一,国有企业的整体管理能力将直接决定人力资源的管理水平,而人力资源的管理水平同样也会直接影响到国有企业的整体管理能力,两者之间是相辅相成的。基于此,化解国有企业人力资源开发的现实困境,不仅是提升企业整体管理能力的根本途径,同时也是增强核心竞争力,推动企业良性发展的必然要求。本文重点对现阶段我国国有企业人力资源开发的现实困境进行了系统分析与探讨,并提出了相应的完善对策。
