作为国家政权体系的重要组成部分,司法审判本身就是规范社会秩序的管理行为。司法裁决的公信和权威,不仅来源于国家强制力,更来源于严谨规范、公正合理的程序。只有加强和创新司法管理,真正形成以机制保证工作规范,以制度保证机制运行,以监控保证制度落实的管理体系,才能使每个审判环节都在法律和制度框架下运行,才能保证案件得到公正审判和执行,才能提升司法公信和权威。
As an important part of the state power system, judicial adjudication itself is the management of social order.
