The horse racing hall in the past ten miles of the ocean was once a paradise for colonial adventurers. After the liberation, the southern part of it became the People’s Square. The plaza has gone through a period of two or three decades, and finally it was transformed into a grand and beautiful garden on the eve of the 45th anniversary of the National Day, realizing the true meaning of the People’s Square. This reconstruction project is a major achievement of the three-year major change in Shanghai. The People’s Square Comprehensive Renovation Project started as early as five or six years ago, but both the above-ground and underground projects are individually designed without overall planning. By the summer of 1993, the Shanghai Garden Design Institute was commissioned by the Huangpu District Government to start the preparation of an overall plan for the People’s Square.
