目的通过对河南省卫生监督体系建设及资源配置的现状调查,了解河南省卫生监执法能力现状,为进一步加强卫生监督执法工作能力建设提供决策依据。方法采用问卷调查方法,对河南省各级卫生监督机构队伍建设、经费保障、基础建设和装备等方面进行调研。结果全省共有183个卫生监督机构,5 482名卫生监督人员,有232个乡镇卫生监督派出机构投入运行。河南省卫生监督人员主要集中于30~40岁年龄段(40.30%),大专及以上学历占69.69%。省、市级经费基本能满足工作需要,9.84%的县级经费财政不能全额保障。全省卫生监督机构人均房屋面积35.76 m2。结论河南省卫生监督资源配置与日益增长的卫生监督工作的需要产生矛盾,卫生监督人员结构趋于优化,卫生监督派出机构运行机制有待规范。
Objective To investigate the current situation of the construction of health supervision system and the allocation of resources in Henan Province and to understand the current situation of the capacity of health supervision law in Henan Province and provide the basis for decision-making on further strengthening the capacity of health supervision and law enforcement work. Methods A questionnaire survey was conducted to investigate the ranks of the health supervision institutions at all levels in Henan Province, funding support, infrastructure and equipment. Results A total of 183 health supervision agencies, 5 482 health supervisors and 232 township health surveillance agencies were put into operation in the province. Health supervisors in Henan Province are mainly concentrated in the 30 to 40 age group (40.30%), college degree or above accounted for 69.69%. Provincial and municipal funds can basically meet the needs of work, 9.84% of the county finance can not be fully protected. The province’s health supervision agencies per capita housing area of 35.76 m2. Conclusion The allocation of health supervision resources in Henan Province contradicts with the growing need of health supervision work. The structure of health supervision personnel tends to be optimized, and the operation mechanism of the health supervision dispatched institutions needs to be standardized.
