目的:分析陕西省农村妇女宫颈癌免费检查项目取得的成效并从经济学的角度进行评价,为项目的后续开展提供政策建议;方法:利用描述性统计方法对宫颈癌检查项目的开展情况以及疾病检出情况进行分析,通过成本-效果、成本-效益、成本-效用三种经济学评价方法对现有检查方案进行评价;结果:妇女对宫颈癌相关知识的知晓率以及妇科疾病的参治率较低,检查项目的覆盖率由开展第一周期(2009—2011年)的18.42%增加到第二周期(2012—2014年)的45.17%。2009年至2014年,早期发现成本系数为0.72-1.99,成本效益比为0.144 5-0.146 1,增量成本效用比与人均GDP的比值为0.574 0-0.581 6,通过经济学评价,该项检查项目能够取得良好的效果、效益与效用。结论:积极动员广大妇女,做好宣传方式的多样化与无缝衔接,适当增加财政补助,确保资金的及时到位,继续深化推行现有方案,对不足之处加以改进。
