目的:对河北省乡镇卫生院人力资源的配置现状进行描述、分析与预测。方法:通过自制问卷整群抽取对河北省14家乡镇卫生院进行调查,使用SPSS 16.0统计学软件对调查数据进行分析。应用服务目标法、卫生服务需求法对乡镇卫生院人员配置情况进行预测。结果:河北省乡镇卫生院平均每千人口医务人员数量低于全国水平,中、高级职称人数占16.4%,无卫生专业学历的卫技人员占7.4%,大专及以上学历占44.8%,医护比为1∶0.62。服务目标法预测人力资源配置,2013年每千人口1.06名卫生技术人员,考虑潜在需求后用卫生服务需求法预测2013年每千人口1.14名卫生技术人员。结论:河北省乡镇卫生院卫生人员总量不足,护理人员比例较低,卫生人员的学历、职称偏低,且存在不具备执业资格者在岗现象。因此,乡镇卫生院应合理规划人员配备结构,加强对乡镇卫生院在岗人员的培训和人才引进工作,提高整体素质。
Objective: To describe, analyze and predict the present situation of human resource allocation in township hospitals in Hebei Province. Methods: A total of 14 township hospitals in Hebei Province were investigated by self-made questionnaires. SPSS 16.0 statistical software was used to analyze the survey data. Application of service target law, health service demand law to predict the allocation of personnel in township hospitals. Results: The average number of medical staff per 1000 population in township hospitals in Hebei Province was lower than the national level. The number of middle and senior professional titles accounted for 16.4%, that of non-health professionals was 7.4%, that of post-secondary and post-secondary education was 44.8% 1: 0.62. The service-to-target approach forecasted human resource allocation. In 2013, 1.06 health technicians per 1,000 population projected 1.14 health technicians per 1,000 population in 2013 using the demand for health services after considering potential demand. Conclusion: The total number of health workers in township hospitals in Hebei Province is not enough, the proportion of nursing staff is low, the qualifications and titles of health workers are low, and there are those who do not have practicing qualifications. Therefore, the township hospitals should rationally plan the staffing structure, strengthen the training of on-the-job staff and the introduction of talents in township hospitals, and improve the overall quality.
