在医药研发外包项目的采购风险管理中,针对供应商的重要性和风险高低采取分层次系统化的供应商风险管理措施,既能保证采购风险管理的覆盖面广,又能保证高风险和高重要性的供应商得到严格的风险评估和控制,合理利用资源使风险得到全面控制。通过四象限图将供应商分为:战略、杠杆、常规和瓶颈,并进一步根据重要性和风险高低定义优选供应商和关键供应商。分层次的供应商风险管理措施包括:审核证照签署文件、委托第三方进行尽职调查、定期实施绩效评估、开展现场审计和深入的风险评估。
