食品是人类生存和发展的最基本物质,食品安全问题关系到国计民生、社会稳定和政府公信力。当前,我国食品安全问题频频出现,问题食品的涉及面越来越大,危害程度也越来越严重,某些农副产品从生长到加工再到销售,几乎每个环节都存在卫生安全问题。本文分析了我国食品安全监管法律制度存在的不足,并在加强食品安全监管、完善相关立法、明确执法部门权力义务、科学划分食品监管权责等方面提出了一些建议。
Food is the most basic material for human survival and development. The issue of food safety is related to national economy and the people’s livelihood, social stability and government credibility. At present, the problems of food safety in our country are frequent, the scope of food involved is getting bigger and bigger, and the degree of harm is becoming more and more serious. The health and safety problems exist in almost every aspect of some agricultural and sideline products from growth to processing to sales. This paper analyzes the shortcomings of the legal system of food safety supervision in our country and puts forward some suggestions on strengthening food safety supervision, perfecting relevant legislation, clarifying the power and obligations of law enforcement departments and scientifically dividing the responsibility of food supervision.
