文章基于EG指数方法,利用中国工业企业数据库的大样本数据,从企业层面对中国造纸业的空间集聚水平和变化趋势进行了实证分析。研究表明,从市级和省级层面来看,1999~2009年间,中国造纸业空间集聚水平都经历了从不很集聚到高度集聚再到一般集聚的发展过程。从造纸业细分行业来看,制浆造纸业空间集聚水平呈现较大幅度的提高。手工纸制造业的空间集聚水平呈现较大幅度的波动,并总体呈现降低的趋势。机制纸及纸板制造业、加工纸制造业和纸制品业的空间集聚程度则呈现出先提高后降低的变化趋势。从中国造纸业空间集聚的地区分布情况来看,各细分行业就业份额最高的省份和城市都进一步向东部地区聚集。文章最后提出促进中国造纸产业的适度集聚和健康发展的政策启示。
Based on the EG index method, the paper makes use of the large sample data of China’s industrial enterprise database to empirically analyze the spatial concentration and change trends of China’s paper industry from the enterprise level. The research shows that from the municipal and provincial level, from 1999 to 2009, the spatial concentration level of China’s paper industry has experienced a process of development from no agglomeration to high agglomeration to general agglomeration. From the point of view of the paper industry subdivision industry, the level of space concentration in the pulp and paper industry shows a significant increase. The level of spatial concentration of hand-made paper manufacturing industry showed greater fluctuations, and it showed a decreasing trend overall. The degree of spatial agglomeration of the machine-made paper and board manufacturing industry, processed paper manufacturing industry and paper products industry showed a trend of increasing first and then decreasing. From the geographical distribution of China’s paper industry, the provinces and cities with the highest share of employment in each sub-sector are further concentrated in the eastern region. At the end of the article, it proposes policy inspiration to promote the moderate concentration and healthy development of China’s paper industry.
