中部崛起战略的规划和实施,必须站在宏观决策和国家战略层面上。正确应用国家政策、资金、项目的扶持手段,科学处理好中部在国民经济整体发展布局中的战略定位。在确保我国整体经济运行良性健康发展的前提下,通过对中部本土经济与社会资源要素的充分整合、开发与利用,来提升中部经济的自我发展与创新能力,从而在推进我国中部地区在国家的区域统筹方略中实现经济和社会的和谐与可持续发展。
The planning and implementation of the strategy for the rise of Central China must stand at the macro-level of decision-making and national strategic level. Correctly apply the means of support of national policies, funds and projects and scientifically handle the strategic positioning of Central China in the overall development and layout of the national economy. Under the precondition of ensuring the sound and healthy development of our economy as a whole, we will enhance the self-development and innovation capabilities of the economy in the Central Region by fully integrating, exploiting and utilizing the elements of the local economy and social resources in the Central Region so as to promote the economic, Regional co-ordination strategy to achieve economic and social harmony and sustainable development.
