据《河北法制报》报道,2002年的一天下午,江苏省常州大德石化有限公司(以下简称石化公司)接到一个自称河南开封正发化工厂厂长打来的电话,说该厂急需丙二醇20吨。经过讨价还价,双方签订了一份传真的产品买卖合同。约定需方须先办理电汇后将电汇凭证传真至供方,供方接到传真即发货。很快,石化公司就收到了正发化工厂发来的电汇凭证传真件,出票银行为开封市农业银行开发区分理处。为防意外,石化公司通过开封电信114查号台查询了该银行的地址和电话号码。经电话询问,接线人员称:石化公司账上的货款手续已办过。于是,石化公司依约租用货车将20吨丙二醇运到指定交货地点。然而,石化公司始终没有接到这笔款子,需方的电话也无人接听。经查,所谓的正发化工厂和开封市农业银行开发区分理处都是子虚乌有。石化公司在通过公安机关追查无果的情况下,将河南电信公司开封分公司推上了被告席。

Asked by telephone, wiring staff said: petrochemical company account payment procedures have been done. As a result, the petrochemical company rents the truck by 20 tons of propylene glycol shipped to the designated delivery location. However, Petrochemical Company has never received the money, the demand side of the phone no answer. After investigation, the so-called Zhengfa Chemical Factory and Kaifeng Agricultural Bank Development Zone Branch Office are non-existent. Petrochemical companies through the public security organs to investigate the case of no avail, Henan Telecom Kaesi branch pushed onto the dock.
