调控的目的是保证中国房地产市场的稳步发展,构建和谐社会,然而,2006年的房地产市场依然没有达到调控的预期,构建中国地产新秩序的使命便落在了2007年。
The purpose of regulation and control is to ensure the steady development of China’s real estate market and to build a harmonious society. However, the real estate market in 2006 still failed to meet the regulatory expectations and the mission of building a new real estate order in China lagged behind in 2007.
